According to a response to Freedom of Information request by The Register, the Department for Environment, Food & Rural Affairs (DEFRA) apparently has secured 212 Oracle licences for each of its staff members.

The figure has been calculated on the basis of annual support costs for 1.8 million Oracle licences made available to some 8,500 staff. This equates to an a cost per employee of £1.6 million pa.  Defra has responded by maintaining that the licenses were also used across Department of Energy & Climate Change.

Defra have indicated that there was a mistake in the FOI request information but the true position remains unclear.
